What do other institutions do if a student cannot—for legitimate reasons—connect to the Wimba Classroom on the day of the class? For example, their cable modem provider experiences outages due to an ice storm.

Can you point me to some best practices?

Hi Peter.

You can always have them call in on the toll-free number so that they can at least listen to the presentation even if they cannot see.  Also, they can view the archive later after class when you put it up for them.

Hi Peter,
You can archive your sessions or record them for the students to view later.  I insert quiz questions for them to answer and give them a deadline to get the answers to me.
